District Fund Balances

    School district fund balances have come under scrutiny from state lawmakers. TEA recommends a minimum unrestricted fund balance of about two-and-a-half months of operating expenditures plus enough to cover anticipated cash flow deficits. Two-and-a-half months of operating expenditures statewide equals approximately $6.8 billion. TEA estimates that, in the aggregate, school districts’ unreserved, undesignated fund balances totaled approximately $7 billion at the end of the 2009. Some believe that the legislature should force districts to drain fund balances to pay for school operations.
  • School Employees and Staff Ratios (Texas Association of School Boards)
    Texas School Districts employed approximately 660,000 full time-equivalents (FTEs) in 2009-10. Of these FTEs, approximately 333,000 are classified as teaching staff, while the remaining 328,000 might be considered non-teaching staff. Lately, these figures, without analysis, have been put forward as evidence that schools are not being run efficiently. However, a cursory examination of district non-teaching staff actually illuminates the crucial role these individuals have in supporting the delivery of rigorous education programs.
