State's Special Ed Guidelines Called 'A Travesty'

(San Antonio Express News) Few knew TEA policy denied services to thousands of kids.

  

The vice chairman of the State Board of Education, a key state senator and scores of parents and disability advocates all expressed strong opposition Monday to a Texas Education Agency performance-based monitoring system that has kept tens of thousands of disabled children out of special education since 2004.

 

In San Antonio alone, the figure tops well over 10,000 students who aren’t receiving the special education services they would have received, and that many of their teachers and local education experts believe they need, before the system was implemented. More...
